Bill graduated from Augustana College in Illinois and received masters in Geology and Water Resources Management as well as his PhD in Geology from the University of Wisconsin-Madison. He worked as a geologist with the Bureau of Economic Geology, Austin, Texas and as Professor in the Department of Geological and Atmospheric Sciences at Iowa State University.
